can't rearrange photos in album

Hello, just recently I faced a problem where I can't rearrange photos in album, I can drag the photos but it wont get replace to the sequence I wanted. I tried to switch off my phone and restart several times but still I can rearrange the photos. And the "+" button also disappeared, but I can add photos from general camera roll with the "add to" function.
