The person you want to make a Co-owner needs to be part of your Family sharing Group. If they are already a member of your Family Sharing Group and also a Participant (Authorized User) on your Apple Card account, they or you must remove them from your Apple Card account as a participant. Once removed as a Participant, you can invite them to be a co-owner.
There are many advantages of the making someone a co-owner, but there are potentially several negative factors as well. If either co-owners quits the account, the account is closed for both co-owners and you would need to reapply for an individual account. You may also need to wait longer for a Credit Limit Increase.
