No, transactions cannot be disputed on the web. They must be disputed via a Required Device (iPhone, iPad). This is a part of the Apple Card Customer Agreement that you agreed to electronically when you accepted the offer from Goldman Sachs.
Account disputes are generally governed by state law, but usually fall within the 90 to 180 day range. In some states it may be longer.
