when I go to re-download an app that I’ve had before it wants me to put in my credit card information I don’t have a credit card at this current current time or debit card but the apps are free why do I have to put in my cart

You may need to have a payment method on file, even if the app you want to download is free.
Sign in to your Apple ID account page and edit / update your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
