My country is Somalia, I was using the apple products long time. yet, `I have problem with my country because it is not included apple listed countries, hence it makes the payments impossible. how I can get a solution.

There isn't a solution. Apple doesn't have an App Store/iTunes in your country. Until they do, you can't change your region. It won't accept your billing information.
