Getting Safari to Show Up...

Reset the Home Screen Layout:

If apps and widgets are not working as they should, then you need to reset the Home Screen Layout...

Go Here: Move and Organize Apps on iPhone - Apple Support

You'd have to add back all the widgets that you can recall being back on there. So, write down what is currently on the Home Screen.

Scroll to: Reset the Home Screen and Apps to their Original Layout

1. Go to: Settings
2. Tap: General
3. Tap: Reset
4. Tap: Reset Home Screen Layout
5. Then... Add the apps back

You do not need a Mac (or any other computer) to have Safari on your iPhone. The Safari app icon looks like a compass and is a built-in app that you should not be able to delete. For more info, see:

Of course you have Safari on your phone. It has nothing to do with a Mac. It should be on your home screen, if you don't see it, swipe all the way to the right to get to the App Library and look for it in there.
