I turned off scan text but there is no keyboards

If you are using Live Text as mentioned in the article you previously reviewed, Copy and translate text from photos on your iPhone or iPad - Apple Support, what you're describing may be expected behavior. This feature is designed to copy and translate text that already appears.

Are you attempting to add text to photos? If so, try the steps in the 'Write or draw on a photo' section of Edit photos and videos on iPhone - Apple Support instead.

If you are attempting to do something else, please let us know in as much detail as possible what it is that you would like to do.
