Two Ipads on same account

Please refer to Set up your iPhone, iPad, or iPod touch. Following those steps will retain the data on both devices.

You simply sign-in to iCloud from iPad settings with the same AppleID.

You can have up to ten devices simultaneously associated with a single AppleID account.
