Buy more iCloud storage

To get it going, you may have to connect it to your computer as explained here:

It should work with a Windows PC laptop; however, you may have to upgrade to the latest version of iTunes first. See this:

Hi, sorry to me the article does not make sense. My phone has been unresponsive and stuck on the Apple logo, of course it WILL NOT CONNECT to the iTunes however hard I try to! It's plugged but no device is recognized.

I'm super stuck and I'm on an island away from the city. I literally have to make do with only a Windows laptop available. Really why is this happening and how to really solve the problem IF the solution i cannot do!?
