A 2011 MacBook Pro can run macOS 10.13. You can find the installer linked in this Apple article:

How to get old versions of macOS - Apple Support

A couple of tips:

1) Use Safari for downloads. Although not a prevalent an issue as before, other browsers may not allow the download to work as expected.

2) If you get a message for the installer about a "damaged file," don't panic. It only means the installer has found an older, outdated version of itself in your Applications folder. Trash the older version and start over. It should work fine.
