For your protection, do not submit credit card information via email.
I don't know if you had to cancel the card or if you didn't have the funds when the payment was due it is not my business

What do you mean by “reinstate”? Do you have an Apple Card? Did you have one and cancel it (in which case you’d need to re-apply for a new one)?
