Face ID Not Working when Setting up Apple Arcade w/ Verizon

I'm trying to redeem my Apple Arcade subscription that comes with my Verizon Wireless account. Verizon sent a link via text message to set up the account. The link opens the app store. After I press continue to set up the account, Face ID pops up but does nothing. It doesn't appear to scan- it just pulses until I eventually force close it. I've tried this on my iPad and it does the same thing.

Has anyone come across this issue or have any suggestions on how to work around it? Other devices have the same issue and the basic troubleshooting hasn't worked. Thanks.
