Was there an update that changed Hey Siri to only answer with a ding instead of Voice response?

Can I get Siri to answer verbally when I say Hey Siri?

Try saying “Hey Siri” followed immediately by whatever question or command you have in mind.

Example: “Hey Siri, what time is it?”
