Silencing calls from telemarketers, without silencing all unknown calls?
My phone can identify callers as "telemarketers." Is there some way to have these calls silenced, without blocking ALL unknown calls?

Nope. Not from Apple.
Your carrier might offer a service here, though.
Same for carriers that can provide Spam Risk” as the caller identity.
