My apple itune is disable because someone purchased alots of itune on my account

Also, if someone is using your account to make purchases, change your Apple password. See: Change your Apple ID password - Apple Support and If you think your Apple ID has been compromised - Apple Support

Change your password, pay what you owe, and don't let other people use your account.
