Both No and Yes…
iPad is a single User device. Unlike other computers with which you may be familiar, that support multiple user profiles - other than in “managed” educational environments OS/iPadOS devices are not intended to be shared between Users.
Only a single User can be signed-in to iCloud at any one time. If you sign-out of iCloud and other Apple services - and allow another user to sign-in - you’ll not be able to change back for 90-days. This restriction, intended to prevent account abuse, cannot be bypassed. Unless you fully understand and accept the implications, you would be well advised to reconsider sharing your iPad with another user.
However, while doing so has implications, a single User can sign-in to different services with a different AppleID. As an illustrative example, you can be signed-in to iCloud, FaceTime and Messages with one AppleID - but be signed-in for Media & Purchases (i.e., the Apple App and Music Stores) using a different AppleID.
In summary, yes, your iPad can support use of multiple AppleIDs, but only a single User can be signed-in. iPadOS does not support multiple User profiles; device sharing by multiple Users is not supported.

No. You cannot have multiple Apple IDs simultaneously signed into your iPad. As for the iPadOS, that is irrelevant to how many Apple IDs there are on it.
