I have new iPad Air was setting it up have not set up my iCloud yet but did set passcode but forgot passcode how come I unlock iPad?

Follow the steps here: link-> If you forgot your iPad passcode - Apple Support

You will need a computer. Mac or PC to restore the iPad, and remove the passcode. Then you can start setup again.
