My phone is not wet but has been saying it is since yesterday. It was charged during the night, certainly was not near water yet the battery remains half capacity and not charging now.
when will it start charging again?

Are you getting a "wet detection" message? If yes, remove any case if you have one, and let everything dry out. Then see this:
About splash, water, and dust resistance of iPhone 7 and later
Water and other liquid damage to iPhone or iPod isn't covered by warranty
Otherwise see this:
If your iPhone, iPad, or iPod touch won‘t charge

This is pretty common with newer devices, and it supposed to protect it from damage. Whatever moisture might not be from splashing or dipping in water. Or it could be a malfunctioning moisture sensor.
Phone battery not charging bc it detects water !?
