Apple Pay

Why can’t I seam to buy anything from the App Store can’t get any subscriptions yet I’ve spoke to the bank and it’s not them that are stopping it, it’s Apple brand new phone same problem absolutely mind blowing babe you put some sort of subscription ban on or something ?!!!
