I purchased a downloaded app which I purchased before already.
Where can I ask for a rebate?

You can’t purchase the same app twice on the same Apple ID. Once purchased the system remembers you purchased it and will not offer the purchase option again, unless the developers remove the version you bought and replaced it with an entirely different one.
