Apps can’t access camera
When using an app like Instagram it doesn’t let upload a photo or take a picture through the app

Try going to Settings> Privacy> Camera> Instagram> enable. Since the option isn’t showing up, it probably won’t be in Privacy, but worth checking. If it isn’t showing up there, open Instagram and attempt to make a story, it should in theory prompt the phone to request access to camera.
