My guardian is saying that icloud is a scam. That we should not upgrade it, although I only have 5g. My friends say it couldn’t possibly be a scam since it was created by apple, and it is in settings. Is this a scam?

Upgraded iCloud storage is not a scam. See: Upgrade to iCloud+ - Apple Support
But it may be something that you don't want to pay for. There are alternatives that may meet your needs without paying, such as backing up to a computer.
