Per Apple: If you still can't restore the backup, you might not be able to use that backup. Try to use an alternate backup or an iCloud backup, or Contact Apple Support for more help.
Easiest way is to not restore the backup; to start new. This is usually not the most popular choice.
The more expensive way is to acquire an iPhone with the storage capacity sufficient for your current and likely future usage.
Or check with Apple, and see if they have a way to restore some but not all—I’d expect that an iOS update happened, and that iOS got bigger here as compared with what you had been using, and now the rest won’t fit.
