Enable Contacts in iCloud:
Perhaps you disabled Contacts in iCloud, unknowingly. So, re-enable Contacts in iCloud.
On the iPhone:
- Go to: Settings
- Tap: Your Name (Top Item)
- Tap: iCloud
- Tap: Contacts (so that it is green)
