Apple News Restrictions Enabled

I'm trying to use apple News app on my iPad, but when I look for it in my apps I can't find it. When I go to the App Store to download it, it appears as if I have it downloaded. When I press "open" it says that the app is restricted. "Restrictions Enabled Certain apps, features, or services can't be seen or used when Restrictions are on. To use this app, turn Restrictions off."

I tried turning off Screen Time, turning it on and allowing access to everything, but it came back with the same error message. Any suggestions please?
