Black screen

Hi, i have been trying to get my phone screen to work. It is just black and unresponsive to my touch. I have done the hard reset but it gets to the point where it starts making like whooping sound at me. I am guessing it’s hardware. Cause sadly this isn’t the first time this has happened. How do I fix this?
