iCloud storage does NOT increase the amount of local storage on the device.

You need to manage the local storage to free up space.

Just paying for more iCloud storage doesn't automatically solve your device's storage issues..

You came here from an article that explains the difference between the 2 storage types

Here is another thing that may help. Basically go into Settings > General > iPhone Storage and there should be a recommendation there to turn on iCloud Photos. Unless there is something other than photos that is taking up all your space, this should help you.
