Forgot Apple ID and password for iPad.

My wife an ipad as a gift a few years ago and it has not been used for a a while now. She has forgotton the apple ID & password. I restored the ipad back to factory settings however it still asks for the ID & password to setup again. How do I set a new password and apple ID.
