This is a user to user forum, you are not addressing Apple support here. We, users, cannot reset your iPad remotely, and I doubt Apple can either.
If you can access the iPad, you do not need a computer: link-> Erase iPad - Apple Support
If you cannot access the iPad, then you will absolutely need a computer to reset it. You don't need a phone number, but you will need to know the Apple ID and password that was used on it.
