iPhone personal hotspot takes a long time to be discovered

I've had an ongoing issue where my iphone personal hotspot takes a very long time to be discovered by my HP elitebook laptop or ipad.

I currently have an iphone 12 but had the same issue with the iphone 8.

I would like to connect to my HP laptop to the iphone hotspot within say 30 seconds.

But it takes my computer about 5 - 10 minutes to discover the WIFI network from the iphone.

Both devices are have up to date software.

I've tried restarting the devices and turning the hotspot on and off.

I leave the hotspot turned off normally and only turn it on when I want to use it. So it's not an issue of the unused hotspot connection being turned off.

I've changed my device name to Jess iphone to avoid the issue of unrecognized apostrophe.

Is there anything I can do to make the hotspot WIFI network visible to devices quickly?
