How do you send animated confetti or balloons?

To get confetti, send "Congratulations". To get ballons, "Happy Birthday". The recipient will only see these if they are using iMessage.
You can hold the blue send button for a second or two and the options will pop up.
I do, you choose the screen option and then slide the screens over until you see Send with Confetti or Send with Balloons.
