Internet was turned off 4 days and now told my account is signed out of iMessage
Internet was turned off 4 days(line problems) now told my account is signed out of iMessage. How can I get it signed in again?

Have you tried just turning off iMessages and turning it back on again to force it to reactivate? Go to Settings>Messages and turn off iMessages. Turn it back on again.
