You cannot do that. An iPhone 12 or later is required.

Well, that IS my wifi a lot of the time, so how can I fix this? All devices (ipad 10th 16.2, iphone SE 3rd 16.2, MBA M1 Ven 13.0.1) connect to the hotspot and use the data just fine.
