what should I do if the screen is broken
My phone has fallen and the screen had broke and I cant put the passcode neither the apple id password

You will need the broken display replaced. You are not going to be able to enter passcode/password information since the display is not reconfiguring your input touches.
Have your iPhone examined and repaired at the Apple Store or at an Authorized Service Center.
