When I try to go onto my Microsoft solitaire collection or most any of my icons that need upgrading it says I’ve been disabled in Apple and iTunes but every time I come here it doesn’t say that

When I try to use my Microsoft solitaire or or my apps that need upgrading I get a error 117-0000 and it says that I’ve been disabled in Apple and I tunes

iPhone XR, iOS 15
