Troubleshooting Lost Contacts:

Loss of data is something you would have agreed to upon setting up an Apple Account. So, try restoring these. Elsewise, if they are gone they are gone. That's just the way it is.

What to Consider:

A. Restore from Today's Backup:

Restore your iPhone from a backup of it that contains these messages, and you could recover them.

B. Enable Contacts in iCloud Settings:

See If “Contacts” is somehow disabled.

• If it is disabled, then enable it.
• If it is enabled, then disable it and then re-enable it.

C. Also, Try the Following:

• Restore Contacts, Calendars, Bookmarks, and More Using iCloud.com - Apple Support

• If your iCloud Contacts, Calendars, or Reminders won’t Sync - Apple Support

• Archive the Contacts you Store in iCloud - Apple Support
