I accidentally deleted a file from icloud and can't find it in recently deleted in icloud.com

Trash: Contains items you deleted (items deleted from iCloud Drive are not included in the amount of storage space).

In the same way if were using a single Mac and file was erased permanently from recently deleted it will not show in iCloud.com ( advanced section and can't be recovered ) , you had synced an iPhone / iPad with Mac , the files was deleted from iPhone and it was erased from Mac see the article Permanently remove deleted files on iCloud.com - Apple Support

On iCloud.com, you can immediately and permanently remove files you deleted from iCloud Drive, iWork apps, or other apps within the last 30 days, whether you deleted them on iCloud.com or another device that has iCloud Drive turned on.

Also you had optimised turned on Optimise storage space on your Mac – Apple Support

When you have exceeded your iCloud Storage, the items you delete are not saved in Recently Deleted. This is done so you can free your storage quickly. Could it be, that you do not have any free cloud storage right now?
