Why USCIS form requires owner password for apple products? USCIS says they do not restricted their forms. I can not even download some forms from uscis, neither sometime i can not submit document until i use android computer.

Correct. Which is why I think they're trying to do one of the three (actually, two) actions that are not allowed. Extracting content just means it won't let a user copy anything highlighted to the pasteboard. But it won't result in a message to enter the PDF's password if you try.
But trying to manage pages and bookmarks, or modifying the document will. The message is pretty clear that's what's happening.
If the OP isn't trying to do any of that, then I couldn't guess why they're getting the message.

preview does have issue. when the box for the owner password pop up in my screen i have to force quit it, it can not be canceled.
The PDF document you downloaded is protected.
The author of the document did that. You are trying to perform an action that is not permitted by the author of the document.
Interesting. If I do a Get Info on the file it's listed as "Security: Password Encrypted".

I had no problem downloading the file or filling it out. FWIW, the password it is asking for may be your USCIS account password. I don't have an account so I wouldn't know.

Agreed. Of course none of that was mentioned but I don't see what else it could be.
No issues here. I could fill in the fields without any notifications in either Preview or Master PDF Editor under Monterey. Maybe you got the message because you tried to use a restricted option (allowed is checked):
Yup, it is. The screen shot is what Master PDF Editor (or Adobe Acrobat Pro) show you regarding what is password protected. You'd have to know the password to change, or completely release the restrictions.
Just for the record, I cannot save as.. on a PC with acrobat reader.
