Can you pay a contact on iPhone using your Apple credit card? Mine keeps saying not available for this payment and Apple Card not accepted by this app.

No, that would be considered a cash advance, and the Apple Card cannot be used for cash advances. You can use Apple Cash, which you fund from a debit card, or some other e-payment method (PayPal, Venmo, Zelle, etc)
