I need to create a new Apple ID and it won’t let me

If your phone has been used to create 3 Apple IDs you will need to use a different method to create a new Apple ID, then log in to that new ID from your phone. Go here→https://appleid.apple.com/account

If you currently have an Apple ID, note that if you create a new one all purchases made with the old one will no longer be valid, and you will have to purchase them again. If it is simply that your Apple ID email address has changed you need to just change the address, not create a new Apple ID→Apple ID: Changing your Apple ID
