Why can’t u buy an inapp purchase when I have enough money? The purchase is for 4.99 and I have 5.10 in my apple account.

If you can't make purchases or update apps, including free apps, you need to update your payment method or add a new one.

All the methods I put in doesn't work and I tried multiple cards. All the answers I check says the same stuff that doesn't work.
