The trick is to go to the lower right where the name of the country/region is, and click on it. Then it gets you to here to select the country/region:

Choose Your Country or Region - Apple Support

And South Africa is right at the top under "Africa, Middle East, and India".

That being said, Apple only works through Apple Authorized Service Providers in South Africa, so the costs could vary and they might even charge for a diagnostic just to look at an iPhone.
