Microphone Dictation Settings I need it turned on

When I speak into the microphone it doesn’t work I need to be able to dictate and have my my my thoughts written down. And I was on messenger and I couldn’t dictate and they told me dictation settings every time I press the microphone so I don’t know what’s going on so if you could help me I would really appreciate it thank you.
