It depends on what equipment you have.
The Apple TV box will only output to the HDMI connected screen.
A secondary TV may be an Apple TV app-supported smart TV. If not supported, then you will need to attach a streaming device with the Apple TV app to that as well. That can be another Apple TV box, or a third party device with the Apple TV app.
