iCloud Says Not Enough Storage But There Is? What to Do

My Photos stopped uploading to iCloud, even when I freed enough space.

I have freed about 51 GB relatively recently, by deleting old downloads from iCloud drive.

Now there is about 51 GB free. The 255 photos, that have not been uploaded to iCloud, are not 50GB in size.
