I can not answer why it is not possible to reset the Battery Statistics, just as you can reset Screen Time. However, I can state that so far it is only possible if you reset the entire device to the factory settings or change the battery.

This is a serious deficiency in the system and is also
a potential breach of privacy. As with "usage time" it should be
possible to stop and reset the battery statistics. Because with the use of
battery apps you can understand the use of the iPhone if the data ends up in
the hands of a stranger. How can I report this to Apple?
As long as your iPhone is protected with a secure 6 digit code, then I would not be worried. You should also keep in mind that your iPhone only store battery statistics for 10 days.

So why does the iPhone store this data without me being able to stop the activity? While
this is possible with "usage time"? The user should have the option
to stop the activity. Who can I request to provide?
Unfortunately, it is not possible to reset the battery statistics. This is only possible if you do a Factory Reset on your device, that is - delete your entire device.

Usage Time covers talk time for incoming and outgoing calls. It can be useful to reset if you have a limit on your plan with your Carrier, so you can keep track of how much talk time you have spent.
Resetting the battery statistics is not helpful, as you will not get the real picture of battery consumption. Then you actually just hide the reality. It will only make sense if you replaced the battery as I see it.
