If you update an iPad Air 2nd generation, it will download the latest iPadOS version 15.5 (which obviously contains all what was released with previous versions, security patches included).
But, if that device is still running iPadOS 13 (a very old version), I suggest that you avoid trying to update it wirelessly (via WiFi). Try to update it via computer (if you don't have a computer borrow one from your friends/neighbors, or ask for help at an Apple Store or Authorized Service Provider), then learn how to update your device manually if you're using a Mac with macOS Catalina or later, or if you're using a Mac with macOS Mojave or earlier or a Windows PC.
