damaged install ios monterey
I continue to try and install from Catalina to Monterey. I continue to get 'damaged and cant be used for installation

as explained by Niel, you should delete the "damaged" installer and download it again. but some food for thought, some people have reported having issues trying to upgrade to monterey from any macOS prior to big sur. if it was me, i would try upgrading from catalina to big sur first and then on to monterey.
