change my AppStore country becouse i have credit balance less than 1$ that I can’t spend on any item

if you can't use all of your balance , you can contact to Apple Support . Apple will remove your balance.

Call Apple Support --> Contact Apple for support and service - Apple Support

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
