Why aren't images loading for emails in Mail?

Images aren't loading on emails, and I never turned off loading remote content (they used to load just fine). I also can't even find a place to turn content loading back on (not located in Preferences > Viewing like I've seen suggested).

Open mail app select Mail>Preferences>Privacy compare your results after you disable:


• “Protect Mail Activity” /

• “Hide IP address” /

• “Block all remote content”
